How to deal with new 3*, 4* OP heroes and that roster full of useless heroes

So I was ranting to my alliance the other day about how fully maxed Caleb, veggie 3* will have a team power equal / higher than 20 emblem Richard and Leo, and how Pineon, veggie 4*, will have a team power equal / higher than 2LB, 20 emblem Ludwig (and Tunes does too) and is nearly equal to 1LB, costumed Athena and Mother North. Ok, whatever, complaining about power creep falls on deaf ears.

But hear me out about this -- what if Raid Tourneys were no longer "just" 3*, 4* and 5*  

What if they were, instead:
--> "Low", allowing you to use ANY hero (3*, 4* or 5*) who had a Team Power less than the most current maxed 3*

--> "Medium", allowing you to use ANY hero (3*, 4* or 5*) who had a Team Power less than the most current maxed 4*

--> "High", allowing you to use ANY hero (3*, 4* or 5*) who had a Team Power less than the previous December's maxed HotM 

--> "Ultra" -- allowing you to use ANY hero (3*, 4* or 5*) 

Reduce each Tourney by one day to shoe-horn in the Ultra 

I mean, its been 9 years -- spice the game up a wee bit (beyond the Family based raid tourneys), make the bench warmers on our rosters useful for more than the elemental challenges
